Organization Summary: Neighborhood Housing Services of Brooklyn CDC, Inc. (NHS Brooklyn) is a nonprofit housing organization that initiates, develops, and maintains programs designed to create affordable, decent, and safe housing and communities. Our plan is to:

Position Summary: NHS Brooklyn is seeking a Program Manager (Manager) to lead its newest property management program initially serving the residents of Brooklyn. The Manager will serve as a key member of the NHS Brooklyn Leadership Team providing direction and oversight as an internal leader of the organization. The Manager will manage the property management team and provide strategic direction for our property management program. The Manager will play an integral role in developing and implementing vision to expand our property management program.

PRINCIPAL RESPONSIBILITIES:

· Develop and maintain a pipeline of property management projects, including performing or overseeing site search, site assessment, and initial feasibility analysis

· Set expectations for and oversee the quality of property management services provided to tenants, including setting goals and objectives for property management team to improve residential buildings.

· Develop short- and long-term marketing strategy to expand owner recruitment into Property Management program.

  • Monitor department compliance with contracts and program support grants.
  • Conduct regular file audits and monitoring other building systems, such as tenant complaint and turnover processes, key protocols, etc.
  • Coordinate the on boarding of new properties and facilitate the seamless transition between rental tenants to minimize unit vacancy time.
  • Oversee timely tenant rent collection, ensure non-payment and nuisance eviction prevention procedures are followed, and coordinate holdover proceedings with client’s attorney.
  • Represent the agency at eviction and other legal proceedings, as required.
  • Attend local community board, real estate events, meetings, and special events in order to foster strong community relations, recruit potential property owners and network with real estate and related professionals.
  • Fulfill responsibilities when there are gaps in staffing.

· Essential Duties and Responsibilities

· Supervise the day-to-day property management team, compliance processes, and operations at all managed properties in accordance with requirements by funders and regulatory agencies, including but not limited to, New York City HPD, and State of New York HCR.

· Work with the accountant to prepare the Annual Operating Budgets. Create specific annual performance plans for each property and execution of all Maintenance protocols.

· Monitor individual property budgets to mitigate any potential operating loss on managed properties.

· Update and ensure the implementation of the NHS Brooklyn Policies and Procedures for Property Management.

· Ensure proper use of Property Management software to provide accurate and timely reports.

· Ensure reports are prepared and accurate for Executive Director, Program Committee, and funding partners.

· Oversee responses to all inquiries and all inspection requests from compliance agencies.

· Create and implement a continuous schedule for training PM team, including managing budgets, compliance with fair housing, New York State and City regulations and emergency response.

· Assume overall responsibility for and supervision of marketing, lease-ups, move-ins, re-certifications, collections, and evictions in coordination with the Program Committee and accountant.

· Set-up properties in the property management software system(s) as necessary.

· Ensure timely and appropriate responses to resident concerns to maintain and promote good customer service and positive relations between residents and management team.

· Perform other duties as assigned and required for furthering the organization’s mission.

· Attend networking events to increase the scope and reach of NHS Property Management.

Qualifications/Requirements

· Bachelor’s degree in related field and 5 years of property management experience or at least 5 years of property management experience.

· Asset or Property Management professional certification.

· The ideal candidate should have property management designations and certifications: Preferred designations are ARM, CPM, RMP, MPM, RAM, REAP (Real Estate Associate Program), or other property management designation.

· Posses the ability to teach property management courses and principles.

· Extensive network of industry real estate professionals.

· Supervisory experience.

· Ability to work with diverse populations, communicate vision, mission, and goals through operation of portfolio and exercise independent judgment.

· Requires strategic view of property management - great attention to detail excellent negotiating, organization and planning skills.

· Knowledge of budgets and accounting principles.

· Knowledge and experience with HUD, LIHTC, HOME and other program guidelines.

· Strong written and verbal communication skills.

Salary Range:

· $90,000/yr - $115,000/yr,- Full-time

This represents the present low and high end of the organization’s pay range for this position. Actual pay will vary based on various factors, including but not limited to experience.
